medium idle either before transmitting or executing a backoff. The
              
default value for this attribute is
              
1) 7, if qtechdot11QAPEDCATableIndex is 1,
              
2) 3, if qtechdot11QAPEDCATableIndex is 2
              
3) 1, otherwise.
