qtechifOperStatusw

The current operational state of the interface.  
If qtechApIfAdminStatus is admindown(2) then
qtechApIfOperStatus should be admindown(2).  If qtechApIfAdminStatus is
changed to up(0) then qtechApIfOperStatus should change to
up(0) . it should remain in the down(1) state if
and only if there is a fault that prevents it from
going to the up(0) state;
