column PerfHist-TC-MIBPerfIntervalCount 
This value represents the number of packets sent by this  
PW during the interval.  
It MUST be equal to the least significant 32 bits of  
pwPerfIntervalOutHCPackets if  
pwPerfIntervalOutHCPackets is supported according to the 
rules spelled out in RFC2863.
