High capacity counter for number of bytes forwarded by  
the PW (to the PSN) during the interval. 
This is the 64 bit version of pwPerfIntervalOutBytes,  
if pwPerfIntervalOutHCBytes is supported according to  
the rules spelled out in RFC2863.
