column HC-PerfHist-TC-MIBHCPerfIntervalCount 
High-capacity counter for number of packets received by
the PW (from the PSN) during the interval.  This is the
64-bit version of pwPerfIntervalInPackets, if
pwPerfIntervalInHCPackets is supported according to the
rules spelled out in RFC 2863.
