This table provides per-CEP PW performance information,
much like the pwCepPerfCurrentTable above. However,
these counts represent historical 15-minute intervals.
Typically, this table will have a maximum of 96 entries
for a 24-hour period but is not limited to this.
NOTE: Counter64 objects are used here; Counter32 is
too small for OC-768 CEP PWs.
