within the VC-4.
This variable should be set when 'static' or
'staticWithEbm' fractional VC-4 pwCepFracMode is
selected.
It is possible that the EBM that would be used is
available based on configuration of other MIB modules.
In these cases, this object is read-only and reflects the
actual EBM that would be used.
