column PnniSvccRccIndex 
For horizontal links to/from LGNs, this attribute
identifies the SVCC-based RCC used to exchange information
with the neighboring peer logical group node.  If the
pnniLinkType is not `horizontal link to/from LGN', this
attribute shall take the value of zero.
