Total number of Proxy Binding Update messages rejected
by the local mobility anchor with status code in the
Binding Acknowledgement message indicating
'Invalid timestamp value (the clocks are out of sync)'
(Code 156).
Discontinuities in the value of this counter can
occur at re-initialization of the management system,
and at other times as indicated by the value of
pmip6CounterDiscontinuityTime.
