Total number of Proxy Binding Update messages rejected
by the local mobility anchor with status code in the
Binding Acknowledgement message indicating
'Mobile node not authorized for one or more of the
requesting home network prefixes' (Code 155).
          
Discontinuities in the value of this counter can
occur at re-initialization of the management system,
and at other times as indicated by the value of
pmip6CounterDiscontinuityTime.
