at which any one or more of this PMIPv6 entity's
global counters, viz., counters with OID prefix
'pmip6BindingRegCounters' suffered a discontinuity.
If no such discontinuities have occurred since the
last re-initialization of the local management
subsystem, then this object will have a zero value.
