This object contains the default timeout value for ring 
back. The MTA MUST NOT update this object with 
the value provided in the NCS Message (if present). 
If the value of the object is modified by the 
SNMP Management Station, the MTA MUST use the new value as
a default only for a new signal requested by the NCS 
message.
