This rate will be the min allowed Tx Rate based on the
spectrum management requirements for the XTUC. The
MinTxRate will be upper bounded by 
	'newSpectrumMgmtXtucMax1TxRate' object.
              
	Some measurement methods may have more than one range for
	the TxRate. Min1TxRate and Max1TxRate will always have
	the first range of values and the Min2TxRate and Max2TxRate
	will have the second range if the method demands it.
