Object

This rate will be the max allowed Tx Rate(in bps) for 
the port based on the Spectrum Management requirements for
XTUC in a particular spectral compliance configuration.
              	
	Some measurement methods may have more than one range for
	the TxRate. Min1TxRate and Max1TxRate will always have
	the first range of values and the Min2TxRate and Max2TxRate
	will have the second range if the method demands it.
