will represent a floating point number of the form 
[ErrRate][eE][+-][ErrRateBase] where ErrRate and ErrRateBase
are integers. In Other Words 
ErrRate * [10^ -ErrRateBase]
shown below are example of the values returned.
      123456E-5 = 1.23456
      344567e-6 = 0.344567
