The number of seconds that, after entering
Overflow state, a router will attempt to leave
Overflow state.  This allows the router to again
originate non-default, AS-External-LSAs.  When
set to 0, the router will not leave Overflow
state until restarted.
          
This object is persistent, and when written, the
entity SHOULD save the change to non-volatile
storage.
