This attribute contains the count of the number of measurements 
initiated during this measurement interval.
              
This attribute applies when osSoamPmDmPrflType is dmDmm or dm1DmRx and
is undefined if osSoamPmDmPrflType is dm1DmTx. It indicates the 
number of DMM or 1DM SOAM frames transmitted.
