The date and time of the System.
The write will not succeed if the administrative
state for NTP (ons15501NTPAdminStatus)
is 'enabled'.
Setting this attribute will autmatically change
values for ons15501TrapLogEntryDateAndTime and
ons15501ActAlarmDateAndTime.
