The relative order in which the classifier 
elements associated with this policy are applied, 
with regard to other classifiers applied to the 
same group of interfaces in other policies. 
Higher numbers represent policies with higher 
precedence. Policies with higher precedence are 
applied before policies with lower precedence.
              
Precedence values must be unique across policies 
that are associated with the same role combination.
