The ntnQosL2AccessElemVlanIdMin value must be 
less than or equal to the 
ntnQosL2AccessElemVlanIdMax value.
              
Setting the ntnQosL2AccessElemVlanIdMin object 
to 1 and the ntnQosL2AccessElemVlanIdMax to 
4094 indicates that VLAN data should not be 
considered during traffic classification.
