specifies an instance of the ntnQosIfcAction 
class which describes (potentially) several 
distinct action attributes. Each action is 
taken individually regarding the data in 
question. Several actions can be taken for 
a single frame.
            
An instance of this class cannot be deleted 
while it is being referenced by an entry in 
another class.
