Setting the ntnQosDsL2AccessElemVlanIdMin object 
to 1 and the ntnQosDsL2AccessElemVlanIdMax to 
4094 indicates that VLAN data should not be 
considered during traffic classification.
              
If a frame is double tagged, this value
represents the outer VLAN ID (Ovid).
