a tagged packet must have in order to match 
this classifier entry.
              
The ntnQosDsL2AccessElemVlanIdMax value must 
be greater than or equal to the 
ntnQosDsL2AccessElemVlanIdMin value.
              
Setting the ntnQosDsL2AccessElemVlanIdMin 
object to 1 and the ntnQosDsL2AccessElemVlanIdMax 
to 4094 indicates that VLAN data should not 
be considered during traffic classification.
              
If a frame is double tagged, this value
represents the outer VLAN ID (Ovid).
