ntnQosAccessAsgnSetPriority

Supports filter set prioritization when
multiple filters sets may be associated with
an entity (e.g., user, interface) but only
one can be applied at the given time. The
set with a higher priority value will take
precedence and supercede the set with a
lower priority value. When priority values
are equal, no filter set update will occur.
              
Consulted only when an entity/filter set
conflict needs resolution.
