The token-bucket rate, in kilobits per
second (kbps). This attribute is used for:
              
CIR for Simple Token Bucket
CIR in RFC 2697 for srTCM
CIR in RFC 2698 for trTCM
CTR in RFC 2859 for TSWTCM
AverageRate in RFC 3290.
              
A rate value equal to 0 indicates that
no metering is being requested.
