Object

The low order 32 bits of the accumulated squares 
of completion times (in milliseconds) of NQA 
operations which complete successfully.
              
Low/High order is defined where the binary number
will look as follows:

| High order 32 bits    | Low order 32 bits     |
*************************************************                
For example the number 4294967296 would have all
Low order bits as '0' and the rightmost High
order bit will be 1 (zeros,1).
