Specifies the condition when to trigger an nqaTestFailed notification. When 
the number of failed tests violates the threshold indicated by 
nqaAdminParaTrapTestFailureFilter, a notification will be created. There are 
usually several probes in each test. This object is used together with 
nqaAdminParaTrapGeneration.
