column mandatory Enumeration 
A flag which ,if set, permists negotiation of
the throughput class for either direction of
data transmission on a per call basis. If N is
selected, the configured Max Throughput Class
value is used.  If Y, any throughput class in
a call packet (up to the Max Thruput Class) is
used.
