Block or unblock the captive portal instance for authentications 
using the following values:
              
blockPending(0)    - Set to this value to block the captive portal instance for authentications.
                     After setting this value, the status displayed is blocked(1).
notBlockPending(2) - Set to this value to unblock the captive portal instance for authentications.
                     After setting this value, the status displayed is notBlocked(3).
