The time at which the last Binding Update was
rejected by the home agent for this mobile router.
If there have been no rejections, then this object
will be inaccessible.  An implementation MUST return
all 11 bytes of the DateAndTime textual-convention
so that a manager may retrieve the offset from GMT
              
time.
