Indicates whether or not a call should be started in
voiceband data mode.
              
  * Disable: Call is started in voice mode. A fax/modem tone
    detection triggers a transition from voice to voiceband
    data according to the configuration in
    MachineDetectionGroup.
  * Enable: Call is started in voiceband data mode.
