MPC-p1 Short-cut setup frame count.
In frames measured over mpcShortcutFrameTime seconds.
Flow detection is protocol independent. i.e. all
network layers mpcProtocolEntry share the flow rate
specification.
A value of 1 implies that resolutions for short-cuts
are attempted for all flows.
