Denotes whether or not this entry uses
mplsTunnelExtNodeConfigCcId,
mplsTunnelExtNodeConfigIccId, and
              
mplsTunnelExtNodeConfigNodeId for mapping
the ICC-based identifiers with the local identifier.
Note that if this variable is set to false, then the
mplsTunnelExtNodeConfigGlobalId and
mplsTunnelExtNodeConfigNodeId objects should have
the valid information.
