If mplsOutSegmentPushTopLabel is true then this
represents the label that should be pushed onto the
top of the outgoing packet's label stack. Otherwise
this value SHOULD be set to 0 by the management
station and MUST be ignored by the agent. This
object cannot be modified if mplsOutSegmentRowStatus
is active(1).
