Parameter Problem, Code 1 or Code 2, received by
the mobile node from a correspondent node in
response to a return routability procedure, a
Binding Update, or a packet with the Home Address
option.
Discontinuities in the value of this counter can
occur at re-initialization of the management system,
and at other times as indicated by the value of
mip6CounterDiscontinuityTime.
