Total number of Care-of Test messages sent.  If a
Care-of Test Init message is found to be valid, a
Care-of Test message will be generated and sent.
Otherwise the Care-of Test message is silently
discarded.
Discontinuities in the value of this counter can
occur at re-initialization of the management system,
and at other times as indicated by the value of
mip6CounterDiscontinuityTime.
