column mandatory r/w Enumeration 
Flag to enable/disable the CPE link when a fault
is detected.  Far end CPE disable is identical to normal
CPE disable with the added feature that the local
CPE Tx will be disabled if a loss of light condition
is detected on the remote CPE Rx.
