When enabled, the laser is on regardless of whether
there is a client signal or not.
              
disabled - the laser is only on when there is a
          client signal.
              
enabled  - the laser is always on. This is intended
          to be used at installation to generate
          light on the WDM-side for the QMR board
          even if there are not client equipment
          available.
