Errored seconds Tx (ES) 24 hour threshold
exceeded.
A: The number of errored seconds during a period
exceeds the associated threshold.
D: At the start of a new 24 hour period the
associated ES counter is reset to zero, by
definition. At the same time the fault status
is cleared. The corresponding active alarm in
the alarm list, if any, is not cleared for
another 300 seconds to avoid unneccesary toggling
in the alarm list and log.
