column r/w LUM-TCAdminStatus 
Administrative status for frequency slot entity.
Up - traffic enabled on interface associated.
Down - traffic disabled on associated interface.
              
If associated line interface is VOA/MDU, then corresponding
client interface admin state of VOA/MDU will be disabled and
FS admin state will be considered as admin state of VOA/MDU interface .
