Software initiated cold restart of the Amplifier Module.
Cold restart process may take a few seconds, during this period traffic
will be disturbed.
Note: The cold restart is applied on all available modules of the board.
That means that issuing a cold restart of a single module on amplifiers
with two ports (OA2-20C/VG/II and OA2-21ECVG) will cold restart even
the other module.
