Discontinuities in this monotonically increasing value occur
at reinitialization of the management system.
              
Discontinuities can also occur as a result of database
mappings getting reconfigured or RLOC status changes, which
can be detected by observing the value of
lispMappingDatabaseLocatorRlocTimeStamp.
