Object
Principal bandwidth scaling factor. This is used to scale
down the actual amount of bandwidth to allocate for the
principal portion of a VC's bandwidth. This is specified
as a codepoint as follows:

101 - 109 x - 100 / 1000 e.g., 101 => .001
