failoverProtocol(1) - Use  the L2TP Failover Protocol
silentFailover(2) - Use the JUNOSe Silent Failover Mechanism
failoverProtocolFallbackToSilentFailover(3) - (Default) Use the
L2TP Failover Protocol and fall back to Silent Failover.
