Rapid Dual Homing Extension ID.
The Extension ID and Ring ID cannot be the same, when dual home to the same foreing network.
The Extension ID range from 0 to 7.
With the combination of Extension ID(0 to 7) and Ring ID(0 to 31), we can now support up to 256(8*32) different dual homing rings.
