usage for a pool is either exceeds certain percentage,
or clear of that percentage.
jnxJsNatSubscriberIp is the subscriber IP address

jnxJsSrcNatPoolType indicates the type of the pool
jnxJsNatSubsPoolUtil is the percentage of subscriber
utilization of port-blocks/ports from the pool.
