Use the npSecurityPublicKey to encrypt this value.
The new SNMPv3 User Account will be installed after the
npSecuritySnmpV3EncryptedUserName, npSecuritySnmpV3AuthKeyPassPhrase
and npSecuritySnmpV3PrivKeyPassPharse have been set.
