Downstream Sub-carriers mask. A bitmap of 4096 bits that allows
masking up to 4096 downstream sub-carriers. 
If bit is set to '1', the respective downstream sub-carrier is
masked (not used), and if set to '0', the respective sub-carrier is
unmasked.
