An address which is permitted to use this entry's community
name.
When masking in ipeCfgSnmpCommunityAccessPrefixLength, the host
address part has to be a zero, if any.
              
Also the following address can't be used.
127.0.0.0/8 Loopback
224.0.0.0/4 Multicasts (former Class D)
240.0.0.0/4 Reserved (former Class E)
