The object is used to create, delete or modify a
row in this table.
              
A row cannot be made 'active' until instances of
all corresponding columns in the row of this table
are appropriately configured.
              
While objects: marsClientVcIdleTimer and
              
marsClientVcRevalidate in this conceptual
row can be modified irrespective of the value
of this object, all other objects in the row can
not be modified when this object has a value
of 'active'.
              
It is possible for an SNMP management station
to set the row to 'notInService' and modify
the entry and then set it back to 'active'
              
with the following exception. That is, rows
for which the corresponding instance of
marsClientVcType has a value of 'svc' can not
be modified or deleted.
